In a paper for the Woodrow Wilson Center’s Canada Institute, Eric Miller argues that Canada should address British Columbia’s highly distortionary log export restrictions in the softwood lumber negotiations with the United States. If done properly, this reform could catalyze the process of developing an enduring Canada-U.S. agreement on softwood lumber.
